No National or Provincial Policies dealing with Light Pollution Abatement exist.  A proposal for a National Policy was written suggesting that the Federal Government should create a set of guidelines for federal, provincial and municipal light pollution abatement.  With guidelines in place, the Federal Government might provide infrastructure grants to cities and provinces to in order to implement LPA-compliant lighting, retrofits and expansion plans.  Funding could be provided for schemes that reduce light pollution, use proper fixtures and minimum wattage luminaries, reduce energy use and reduce hydrocarbon emissions to meet Kyoto Accord or other National Standards such as the Clean Air Act.
